Methodology
How we score sovereignty
Trust is the product, so the method is public. Every provider is measured against the same criteria, from the same structured fields, with a citation and a verification date.
The inclusion bar
A provider is listed in the directory only if all of the following hold. Providers that fail — or whose control is ambiguous — are kept in an auditable parking list, not shown here.
- The contracting legal entity is incorporated in the EU/EEA.
- Capacity is physically hosted in the EU/EEA.
- Ownership shows no foreign control (voting rights / board appointment).
- All published data-residency regions are EU/EEA.
The sovereignty score (0–100)
A weighted sum of objective, sourced fields. Hover any score meter on the site to see this exact breakdown for that provider.
Certification weights
Certifications are summed with EU-specific schemes weighted highest, then capped at 20 points. Held certs are shown on each provider with their sources.
Sourcing & freshness
Every entity carries at least one source, and critical trust claims (ownership, sovereignty, certifications, location, pricing, availability) must cite a specific source. Validation fails the build if a cited source is missing.
Each record shows when a human last verified it. Records not re-checked within 90 days are flagged as stale across the site.
Prices are normalized to EUR for comparison, preserving the original published price/currency and the FX date. Monthly figures are estimates (€/GPU-hr × 730) and never fold in egress or commitment discounts — those are shown separately.
